There are lots of lens flare effects in the gallery, and only some of them can be moved. If you hover your mouse over the picture and the resize widget appears, then you can drag it around, rotate it using the circle and resize it using the squares at the edges and corners. Arwin recently uploaded lots of moveable lens flare effects, and I'm just adding the tag "lens flare" and making them live now, so if you do: File> Update Gallaries, then search for "lens flare" in the gallery, you'll see lots of moveable ones.
