How to size and place pic as top layer in composite

I am just learning about composites. How do I make the top picture small where I can place it on the bottom layer where I want it to appear. Also need to size it so it does not look HUGE in comparison with the backround I am trying to use.

When you add an overlay (top layer), there is a Move, Rotate and Scale tab. Select that and handles will appear on your top image so you can resize or rotate it.
