Added the Neon Cut Out effects

I've uploaded the Neon Cut Out effects, I think they will be active in the gallery at the end of the week.

The effects are inspired on the Simple Drop Shadow effects from AndrewB, although they are completely new written.
the way Andrew created his shadow effects was with the idea to cut out the subject by selecting the background, by doing that you are able to choose a different background too.

My approach is a bit different but with the same goal.
You need to select the 'Subject' by using the 'Select Area' tool, than you can choose a neon color in the gallery categorie 'Color > <color>', or you can go to the gallery category 'Style > Glow' and search for the neon color you like. A direct search in the gallery panel will work aswell, the effects names are:

Neon Black (Cut out)
Neon Blue (Cut out)
Neon Brown (Cut out)
Neon Cyan (Cut out)
Neon Green (Cut out)
Neon Orange (Cut out)
Neon Pink (Cut out)
Neon Purple (Cut out)
Neon Red (Cut out)
Neon Violet (Cut out)
Neon White (Cut out)
Neon Yellow (Cut out)

You are able to adjust the neon glow by using the sliders, you can choose the background color too, by using the small color box seen between the sliders.

After applying the effect to your image, you can, by hovering above the gallery button, choose for 'Not Subject' to apply an effect on the background section, when choosing for 'subject' your able to apply an effect to the subject itself.

You've taken the drop shadow effects to a new level - I am really impressed with your examples above. I will take time later to look at the effects myself - but from what I can see - THEY ARE STUNNING!

I'm doing other things away from SPE at the moment - things I wanted to catch up on. Great to see all your ideas coming to fruition - look forward to what you come up with next.

Glad you are that positive about them, I also like the way we both started on this effect genre, our discussions did make it possible!
