Rainy Days & Mondays Always Get Me Down
After processing this image in Photoshop Elements 7 & applying the Topaz Clean Plugin together with other tweaks - I used Arjun AnthroQA's wonderful effect in Smart Photo Editor called 'Wet Flipped Lens' - I manually edited it to correct the image orientation.

I love it, did the 'wet flipped lens' give the impression of the rain drops or was this picture actually photo while it was raining. Great creativity.

The picture was taken in bright September Mid-Day Sun - so it was indeed the texture that gives the effect after a little tweaking - I obviously did other things to the original image before applying the SPE Effect.
