Rainbow Effect

I was wondering if anyone knows how to get this rainbow effect??? Is there an effect that would do this??? I have tried all different effects & cannot achieve this look. I have posted photos of the rainbow effect I'm trying to get & 2 photos of how the dog normally looks. Any advice would be greatly appreciated. Thanks
