I would like to be able to return to my under layer and be able to adjust its' sharpness, contrast, brightness with out having to reselect the area.

You can do that, but in order to do so you'll need to work with the effects editor.

There's a bunch of videos here to look at that introduce the effect edtiro. Basically all you need to do is:

1. Right click on your composite tab at the top righ and choose Manual Edit
2. insert a Tone node in between the loaded image and the Place and Merge node.
