Red Eye Tool- Pan/Zoom Control

I have always been able to use the Pan/ Zoom control with the Red Eye Removal tool when I was running Windows Vista. Since switching my operating system to Windows 10 Pro, the only way I can zoom is by using the keyboard and hitting Control + and moving around using the sliders along the bottom and side of the image. Has anyone else had experienced problem.
