How do I make a image smaller?

I want to combine 2 images but I want the front one to be smaller than the back.
How do I do this as if I make it smaller in PS when I open in PSE it fills the window.
I want it to be small in the front window.
Zoom out does nothing.

Sounds like you want to composite. Take a look at the second video here and that shows how to combine two images. The last bit of the video shows how to resize the front one.
Zooming is just changing your view on the picture, not the picture itself.
