target area of colour
I would like to know how to put a splash of colour in a black and white image thanks.

Do you want to color a specific part of your image (e.g. a flower in the image or someone's dress) or do you want a literal splash across your image that does not correspond to a part of the image?
In the first case, you can define an area with the Select Area tool and apply a color effect to the selection.
In the second case, you could load an image of a colored splash as an overlay and experiment with the blend modes.

Or if you want direct control over the color, you can use the area treatment tool to select an area and use temperature and tint to adjust the color.
