To a certain extent it is possible to colorize a black & white photo with Smart Photo Editor.
You can click the Area Treatment tool, select an area you want to colorize, and use the sliders in the Tone tab of the tool to give the selected area a tint, adjust the brightness, etc. Or you can select the Gallery tab of the tool and apply an effect to the area. When you have adjusted the first area to your liking you can click on the plus sign (+) next to New Area at the bottom of the tool's interface to define an additional area to colorize. I recommend using the File - Save as session functionality often if you are defining multiple areas to save your work so you won't lose it if the program crashes.
As far as I know, this is the extent to which you can colorize using SPE. The tool doesn't have special tools like brushes which programs like Corel PaintShop Pro, Corel Painter or Adobe Photoshop have.
