resizing foreground images to fit on the background

I can't locate the instructions for oerforming this operation

Hi Earl,

Make sure you click on the Move, Rotate and Scale button as shown in the image below.
You can scale your image by dragging the corners as pointed in the image below, as wel as rotate your image by dragging the arrow in the center of your image.
