Monochrome conversion with colour let through

Would it be possible to have the ability to convert to monochrome and then 'rub out' areas where you want original colour to show through. I took some pictures of warship recently and used photoshop to achive this effect (I rubbed out an area to let the union jack show through)

There are lots of ways to achieve this. The simplest would be to find a monochrome effect in the gallery you like then press Apply to Area and use the "Erase From Selection" brush. (You can also do this in-situ in the gallery using the restore brush, if you want something quick).
