You can't currently change the layer order after loading in an overlay or an underlay. Overlays go infront of your picture and underlays go behind your picture.

Underlays go always behind the texture which is my first choice. Is that right ?

Yes, that would be my understanding. Underlays go 'underneath' the image and overlays go 'over' (or on top of) the image.
A related question from me. I've often wondered whether the effect panels (i.e. the panels that appear top right of the screen as you add effects) can be moved left or right or copied. I know they can be blocked or deleted. But how about moving/copying?

Hi Richard,
The effect panels can't be moved left or right. You can save them as an effect that can be applied later though.
