png with background cut out to use again and again

Is there a way to save your selections and use as a mask? Where the background is cut out and the file saved as a png and later used so you don't have to recut the selection?

Yes, in fact lots of changes in SPE can be saved for the future, including an overlay that you've cut out. Take a look here to find out how. Let me know if you have any questions.
