Apply to Area

This is possibly related to the flickering I've mentioned in another post (but it is more extreme).
If I choose an effect to add to an image (e.g. Oil Pastel Illustration in this case), and then choose Apply to Area, when I attempt to select the area the whole image flickers violently (much more than I have reported on in a separate post). I am able to select an area but only after hanging on, brushing to select and experiencing something similar to a bad trip!

It would be interesting to see if setting ms to initial preview to 5000 helps with this either. Another thing to try is to use a smaller brush.
