No Selections while hovering over the Effect Gallery button

If you un-check the check-box: Descriptions for tools on the right in the Genera-tab of Settings you will also disable the:
-Selections pop-up while hovering over the Effect Gallery button
-Rotate pop-up

Took me some time to find out while I wasn't able to re-use the selections while hovering over the gallery button and there was no pop-up shown, so be warned

While the Favorites Recent Shortlists pop-up is not affected by this option, maybe an idea to include those two too
