several effects have been removed

I am looking for the beach/ocean back ground and the "eye with cat face"...why have the been removed?.....

The only effects we have ever removed are ones that are very obviously uploaded by mistake. Some effects can only be shown when the selection exists for it. Also the order of the effects depends on the picture you've opened and over time, they might not be where you used to see them. If you like an effect, favorite it so you can find it again.
