Hi.. Does this software have a feature where you can add or remove people to the photo?

Well, it depends! Sometimes that kind of thing is extremely difficult and might take hours, whatever package you use, and sometimes it's easy. It depends very much on the picture. That said, here are the tools you would use:
To remove people: Use the erase tool. Here are some videos of the erase tool.
To add people: Use the composite tool. Here are some videos of the composite tool.
