Choose: File > Save as Jpeg/Tiff/Png...
Choose for Jpeg
In the preset box (Right/bottom corner) choose for a value below 1024
Drag the quality back to around 90
and be sure 'Keep Aspect Ratio' is checked.
That would do the trick

Re: Resizing file
In case you have a frequent need for enlarging images (which results in a loss of quality), I can recommend OnOne Software's product Perfect Resize. It is on sale now for $39.95 until December 2nd.
