How to save the photos
HI
I am new to this software. Can I use this smart photo editor as Picasa. Can I modify the picture as desired and save in my local folder and can I upload it into Google Photos ?
I am not sure, so thought of asking you.

I'm not sure what you mean by 'use this smart editor as Picasa' but you can use SPE to do standard image editing (cropping, brightness, contrast, saturation, etc) and/or to apply effects and there are thousands to choose from all of which can be adjusted and mixed and matched to create something unqiue . This is the real strength of SPE.
Yes, you can save the file into a folder as normal. The filename has a 'pe' appended but you can rename it at normal. So, if you can upload any image to Google Photos you can upload a jpg (say) created by SPE. But not from within SPE itself.
