Popular effects is all the effects in the whole system (ordered by popularity, as are all the results). Latest effects is just the most recent effects, ordered by time (the one exception to the ordering). I think you have found a bug, in that if you click on latest effects, then click back onto popular effects, the gallery doesn't update (I'll fix it now). As a workaround for now, you can click on something else like simple fixes, and then back to popular effects to get it to refresh.
