Hi,
SPE isn't a design program, so it's you won't find tools like drawing, cutting and pasting etc like you would in Photoshop. However, the Erase tool can be used to duplicate parts of your picture, which might suit your purposes. Just draw over the area you want to paste onto, then drag the source area over the part of the picture you want to copy. You might need to adjust the destination area with a brushes in order to get exactly the parts you need.
