Is it possible to focus on a picture?

Can you explain in more detail what you mean by "focus"? Blur the background? Highlight the subject?

I have an out of focus picture due to slight movement I believe when picture was taken, is there a way of getting this picture back in focus or this program cannot do this?

There are effects in SPE that sharpen an image, but if an image is too blurred, normal sharpening will not find the edges, and the results will not be satisfactory. Sharpening images with motion blur is not an easy matter. Topazlabs has a plug-in called InFocus which is designed especially for sharpening blurred images and it costs $69.99.
