Can anyone point me in the right direction on how to use the frequency separation tool?

I'd never tried this effect before and am still not clear what the real goal of it is. It seems to soften the image and simply manipulating the sliders according to personal taste (as with most effects) seems to be about the only 'instructions'. What made you latch onto this effect out of interest?
