noise control ... is there a feature I am missing to be able to regulate and rid a photo of noise. if there is one, how do I access it?

To my knowledge there is no dedicated noise removal feature in Smart Photo Editor. Having said that, some effects can reduce the subjective amount of noise through blurring, etc. When I want to remove noise from an image I use the program Denoise by Topazlabs. It is a Photoshop plugin and costs around $70.

If you learn how to use the effect editor there is a "De noiser" node which can regulate and remove noise from a photo. If you search for denoise in the gallery you will find several effects that use that node to remove noise in various different ways. Take a look through them and find one you like.

N.B. Noise removal can be pretty processor intensive, so saving photos which have been denoised can take a while.
