If you want to add a speech bubble to an image, open the Effects Gallery and use the search functionality to search for "speech bubble shapes". Andrew Buchanan has uploaded multiple speech bubble shapes that you can re-size and move. After applying a speech bubble effect you can add text using the text tool.
