The Shortlist is temporary. When you are trying to decide which effect to apply at a certain stage then you can add a number of effects to the Shortlist so you can then decide which one you will finally apply. So, for example, if you want to sharpen the image you might shortlist three sharpen effects and then decide which one you want. Once you have hit OK for one the other two will no longer appear in the shortlist. If you then want to apply a frame effect you can, say, shortlist, four frames you think will be best. And so on.

If you want to 'remember' great effects you have used then use the Favourites facility. That list is kept permanently. So, for example, I love 'Accentuate Lighting' and I have it stored as a Favourite so it is always easy to find years later.
