is there any way to enlarge the photo and then save to that size?

You save it and change the pixel dimension as you do this..

When you have the image open, go to FILE (top left) and select SAVE AS.... You will see a window to, basically, confirm. At the bottom left there is the opportunity to increase/decrease the image size once saved.

A word of warning... if you have an image of say 600 x 400 pixels and you increase to 2400 x 1600 pixels you won't improve the quality of the image. In fact the perceived quality will significantly reduce. So if the original image was OK in a 6"x4" frame it will not look OK in a 24"x16" frame. It will look pixelated. And there's not a lot you can do about that in any photo editor. You need to make sure the original image is of decent enough size for the intended purpose. So, for example, don't even think about printing and framing an image downloaded from Facebook. Facebook automatically reduces the size of uploaded images.
