When you save an image in Smart Photo Editor you have the option to enlarge or shrink the size of the image that is saved by manually entering the height and width of the image. There are also preset sizes to choose from. By default the original image is untouched, and the saved image will have the characters "_pe" in the filename so you know which image was edited in SPE.
Keep in mind that if you change the aspect ratio of the image when resizing it, you will distort the content of the image.
If you need to make a tiny image really large, you may not be satisfied with the sharpness/quality of the enlarged image. This is because the software must add pixels to the image. A good piece of software to enlarge images is Topaz Gigapixel AI. There are probably a lot of other good programs that specialize in enlarging images.
