Help with attached photo

I have done everything and have worked on this photo for three days and I still can't get facial features and blurry fixed. My sister-in-law is on the right. She has passed away and I want to use this photo of her (It's the only photo my family has of her) on her "Find a Grave" page. Any help would be greatly appreciated. Thank you so much.
