I don't think you will find an effect that converts a black and white photo to colour. However you may find coloured effects that may make your black and white photo like a 'piece of art'.
I have coloured many black and white photos in the last 2 years and use Photoshop Elements. I make extensive use of layers and, for a single portrait of someone, may have as many as 20 layers. It is a long process if done properly.
