Inside adjustable border

Would like to have an effect that would make an adjustable-size border inside the image boundaries, and have a color picker to select off the image for it's color. Having this inside border, I could paint to have part of my picture come outside the frame and give it a 3-dimentional look. I have done this before with another program and it's a wonderful effect.

PS Continuing on with that same effect, it would be great to increase the border's size with a another slider to bring it outside the original image. This overall would be a nice adjustable border for great effects.

PSS A further effect to this would be to make a shadow of the object that was "coming outside the border". Can you imagine a group of daffodils where part of one or two flowers and leaves look like they are Popping Outside the frame and have a shadow cast in the direction of the sunlight for realism?
