Ability to move Stylized point

On the Stylized menu, the first option "Stylized" creates sort of a starburst effect, however I would like to be able to move where the center of the effect is on the photo, rather than having just the default being centered in the middle of the photo.

Tony added 2 Starburst effects to the gallery that you can rotate, drag around and scale if you like. Just search for Starburst in the searchbox of the gallery.
