I was referring to see a list by name (alphabetically), not the actual effects.

Actually, there is a list here. There's also a list of users making effects, which can be accessed through the User Leaderboard link in the community menu.

There are lots of items on that list that don't exist. Have they been removed from the gallery?

No, I think the items you can't see in the gallery are probably ones that need a selection to apply e.g. sky effects, background effects etc. Besides, there are thousands of effects now, are you sure you know them all?
