Can this software re size an image for a composite application so the final images used are equal scale?

You can resize overlays and underlays in composite mode, by clicking on 'Move/Rotate and Scale'. If you meant just resizing a file on disk, load it in, then save it out again. In the save options you have the opportunity to rescale it.
