PS As an example, take a look at GMX Photo Painter on their list.
PSS A program that was not on their list is "Sagelight". I highly recommend it. It does do oil and circle paintings, as-well-as Thomas Kinkade-style paintings by blending the two.

Sagelight has been mentioned in other threads, too. I downloaded the trial version and really liked it, though (admittedly without having done any tutorials) I wasn't able to find a way to edit separate layers, which is a function I really need. The program is even on sale now ($39 for lifetime upgrades), so it is a great deal. If I didn't already have too many image editors, I would certainly buy a license (and I might yet).

Hi Phelon & eadams,

I've had Sagelight for years and it certainly does have some lovely attributes, although, for some reason I seldom use it - I too have many editors and generally find each of them offers some unique feature - but I tend to use Smart Photo Editor the most.
