in the borders section thear are lots of borders can you import your own and if so how

Hello rob,
With Smart Photo Editor you can create your own effects, including those with borders. Depending on the type of border you want to create, the methodology will differ, so there is no simple answer to "how".
Probably the easiest way is to just find a border effect in the Effects Gallery that you like or that is similar in type to the one you want to create and tinker with it to create your own custom effect. For example, if the effect contains an external image that is used to create the border, you can replace that external image with one of your own. You can find tutorials on how to create effects in the Creating Effects forum: http://photoeditor.anthropics.com/forum/viewforum.php?f=15
If you have questions about a specific type of border, it will be easier to help you.
