why does the background not fill complete? It shows the original background and the requested background layered on top but transparent. Before it would work every time. now all i get is a leyered photoe

It sounds like you've got the transparency of whatever you are overlaying not set to completely opaque. The background fill is always completely opaque, but some effects are not completely opaque, so when the two are combined, you can get a transparent effect.
