Starburst in effects gallery looks okay until photograph sav

When using the starburst feature in the effects gallery, it looks fine until the photo is saved. When the saved photo is opened it is an artifact image where the starburst is suppose to be. This started since the last updates of new community presets as I have used it in the recent past. Any ideas?
