Background Color matching on montage

Hello

I want to start with a certain background on a montage I want to create, certain color (html color code #FAFAFA) how can I set the background color?
do I need to create an effect?
If I do need to create an effect, How do I do that?
Is it possible to add the option to choose a background color using html codes or rgb / hsv?
to make things easier

To set the color numerically, double click on the color swatch when creating a montage and you will get the standard windows/mac color picker. There are lots of websites out there that can convert html color codes to RGB values, just search on google.
