Underlay HELP!

How do I move an image I've place on a background to make it blend well with an underlay?

If you want to move an overlay or underlay around, then press the "Move Rotate Scale" button to enable the dragging handles. The original image defines the image size, so that can't be moved. If you want to move the original image, then use it as an overlay and make your underlay the original or vice versa.
